Resolution is not measured in mb...it is measured in pixels. Your 1 mb guidline for resolution makes no sense and any professional or even semi-professional digital photographer will know this. I'm guessing since you want high res then you should tell your possible participants that you will not accept anything less than a 300 resolution - just a thought.
